So what the article says is that in 2006 the City of New York bought ventilators and that by 2016, they were old, broken down, and didn't work any more. The model was no longer made and parts were no longer available so the City of New York sold them at auction, and didn't replace them. And we're talking 500 ventilators, not 10's of thousands of ventilators.

I don't see what's outrageous here.

In 2015 the CDC told Cuomo he needed to purchase approx. 2,000 ventilator beds to prepare for a pandemic - he refused and blew millions on other projects...

Auctioning off the beds and using he money to buy new beds, if they were outdated and too expensive to continue to keep / run, would have been the smart thing to do. Following the CDC's advice in 2016 would have been the smart thing to do. Instead, Cuomo rolled the dice and bet on there not being a need for the beds.

Luckily the numbers are being downgraded, and it looks like NY may not need as many as projected. Americans getting healthier, npot getting sick, neating this virus - that's what's important.

Ventilators in storage not being used don't just breakdown. It's already been stated that venilators have a long shelf life and if one is broke it would be much easier to fix then to make a new one during a global shortage. As for expired masks they too have been approved for use in time of shortage.
