Rather, it registers every instance of his tweet appearing on any user’s screen, even if they never click on the video. So if you log into X, its algorithm puts Carlson’s tweet in your feed, and you scroll past it without watching, that counts as a view. The metric also counts multiple views of the tweet from the same user, including by its author.”

Video views are counted differently than post views.
A video is not marked view until a viewer watches the video non stop for at least 2 seconds.
It is true that if a person views a video more than once it is counted again - HOWEVER - it is not added to the metric of UNIQUE views. A viewer could watch a video 17,000 times and it would only be counted as a UNIQUE view - ONCE.
