Good Lord, he just never ceases to stun me with the utterly unhinged statements he makes day in, day out.

Maybe he's preparing an off-ramp, so he can say something like:

You know, we asked for their help, to help them with their oil and they weren't willing to act, so fine we're out of here, they can stand on their own two feet from here on, enough of relying on the US when we can't rely on you.
