No, people simply misunderstand what happened in Australia.
Australia is not centralized.
There is no federal BATF.
So each province was allowed pretty much to do what they wanted to, and most did pretty much nothing.
People are buying ARs in Australia, because of the Indonesian pirates.

Buy them back? Odd, did Texas sell those weapons to Texans?
Of course it's all just empty pandering to the dems, because he knows the TX Legislature would never go for it.
Texans need to set up booths near any buy back drop off point and offer more money than whatever is the offer from the state.
