You're gonna have to provide a link that says Russia lost control of that specific nerve agent. All the reports I've seen have said that it was stored in sealed containers in a secure, guarded facility. Chemical agents like that are well guarded and secure (generally). I know that there are specific procedures to get something like that from storage and it requires a lot of paperwork.
