Even the 99 is stupid. It should be $2.95 or $3.00. Everything should adjust , hopefully downward. We've had our share of higher for far too long.
The few businesses that I've had reason for it to happen have eaten the loss.
/——/ Marketing 101. $2.99 and 9 mills sounds a lot less than $3. A mill is a tenth of a cent. It’s important when you’re shipping mega tons of cargo or commodities.
Not sense to the consumer. The penny was basically worthless , a tenth of a penny means absolutely nothing.

I could still buy penny candy with a penny when I was a kid and finding the occasional Indian head penny was always a treat. Nowadays you can hardly find a wheat penny.
Or a copper one
Those 43 zinc ones were neat.

The guy who owned the convenience store near my old office never accepted pennies. Everything was rounded up or down. Some people actually complained, they wanted their 2cents in change. Let them complain. He just never used pennies.
