Payoffs to sports teams should be stopped entirely. Hell, ALL special deals need to be stopped. Whatever tax benefits you want to offer business should come in the form of actual law that applies to everyone and applied equally.

Anything else should be outright illegal. It is not for the government to decided which businesses should succeed or fail.
