If you keep clicking through the links on the Business Insider article, you will see the loan forgiveness program is one from 2007 under Bush - which forgives loans if you work in a public service job for ten years. IMHO this is a good program.

So the government has not been honoring that contract by discharging the loans as agreed upon. It is why they created the one time payment adjustment--to account for all the servicers since 1994 not doing the crap they were supposed to be doing like counting the payments, reducing payments instead of putting people in endless deferments when their income dropped, etc.
