Pass a law that mandates continuing resolutions at previous levels if agreements can't be reached.

over a million contractors were furloughed...and NONE of them will get a penny in back pay

Shut downs are good things
False. Even if you are a small government person, shutdowns only target hard working people who have no effect or influence on the policy disputes. They are innocent pawns that get used by ineffective politicians. That’s not a good thing.

Perhaps instead of passing some law, Congress should just do its job and pass an annual budget.
