However in 1845 Election Act, Congress, required that presidential electors be selected on the same date as the congressmen, the Tuesday after the first Monday in November . Thus the act set the election day in all states. However according to Elections Clause, the state legislatures still maintain the authority to set times, places and manner of holding elections. Thus they can set deadlines, places and times of voting as well rules for conducting the vote.

But they cannot authorize voting AFTER THE DATE OF THE ELECTION. This is why POSTMARKS are required on absentee ballots. If they are mailed on or before the date of the election, they may be counted. If not, they should not be counted.

If the absentee ballot is delivered to an election office, no postmark is needed. Keep in mind, the Election Clause grants states the authority to manage the election process. So it's the state's choice as how they determine the date the vote was cast which can be when the vote is registered at the polling place, when it was received at the election office, postmark it mailed or the date on the ballot. Both congress and the courts give states great latitude in how they manage an election. In many states late voting is allowed in special cases. I suspect that courts would allow late voting due to covid 19 since some states allow late voting due to illness. Allowing late voting would hinge on the time available to get the votes counted before the certification deadline.

That must mean that ballots can be harvested long after the polls close on election day...giving cheaters plenty of time to produce fraudulent ballots. That's a ludicrous idea of fair election procedure.

You should read my post and you'll learn something about how ballots are actually processed. Copying ballots is a waste of time. The signature on the ballot is validated by machine and it must match the signature on file with the registrar and previous ballots otherwise the ballot will be kicked out before being counted. The weight of the paper and ink must be the same as the original ballots. Both are non-standard and available only form controlled supply sources. Lastly, the control numbers on the ballots are unique so making copies would create duplicated control numbers which will not process.

The greatest danger to fair elections is not the people that vote but the people that count the votes.
