Since what Romney said was true, it obviously wasn't a lie. Oil production on federal lands for 2011 is down 14%, and it is going to go down further over the next three years.
What was a lie was Obama trying to take credit for production he had no control over. The increased production in 2009 and 2010 were the results of leases and permits that the Bush administration acted on. It takes two to three years to bring a well into full production, after the leasing and permitting.
What we are seeing in 2011 is the results of the Obama administration refusing to lease lands, and slow walking drilling permits. This will cause production decreases in 2012, 2013, and possibly 2014.
If Obama is reelected, oil and gas production on federal lands will continue to decline as the administration will use every action possible to stop drilling on federal lands.

Like him or hate him, President Obama has done a good job in terms of getting oil drilling permits moving along.
And on the Keystone pipeline, another bald-faced Romney lie, the President held it up for 1 year because Nebraska Republicans asked him to, since it was supposed to end up cutting through that state's aquifer, which only carries 80% of Nebraska's water.
There's nothing worse than watching know-nothing Republicans on the national stage make fools of themselves. This is a great country, and it deserves serious to manage it, not a bunch of clueless ass holes who act overconfident all the time, but who know nothing.
