Actually, don't have a problem with this.

SSI is way overburdened and under provisioned to deal with this. And it was never meant too.

Providing everyone with a alpha-numeric NID (National Identification Number) could alleviate alot of problems and make internet voting possible.

While I don't have any major hang-up about national ID-cards, I seriously doubt they will do anything to resolve the issue you are talking about. What makes you think national ID-cards wouldn't be faked just as drivers' licences or SSN?

Nor has it helped them combat illegal immigration. Stemming illegal immigration requires different policies.
