Bush as I recall pushed hard for NAFTA, an agreement that also included Canada. His signing was largely ceremonial, basically his parting shot before leaving. A year later Clinton signed it for real along with majority support from the GOP in both the House and Senate. That's when it became law.

Ross Perot had it right saying that "The giant sucking sound you hear will be US jobs being sucked into Mexico because of NAFTA". That's why I voted for Perot. I knew back then NAFTA was a shitty trade agreement for the US. Trump understands trade and he is going to fix not just NAFTA but the rest of the shitty trade agreements we've made. Who signed what and when is of secondary importance but you are correct that Bush was the original signer. However it did not become official law until Clinton signed it a year later.
