It was revenge for the murder of political prisoners. The people of Lvov believed that the NKVD was a Jewish organization. Most of the Bolsheviks of Stalin's time were Jews.
Here we also need to remember that eastern Poland (modern western Ukraine, including Lviv) was occupied by the Bolsheviks in 1939, and this was 1941, Western Ukrainians considered all Bolsheviks to be occupiers.
