Actually, it is accurate to say that all Jews were Israelites regardless of their practices.The Israelites were Jews regardless of whether they practiced it or not. Got a link that says otherwise?

Can you produce evidence that all the other tribes were also "Jews"? This ball is in your court.
The problem stems from the fact that the three tribes that remained in Judea after the split; Judah, Levi, and Benjamin; comprised the "Kingdom of Judah" and were considered to be 'Jews' because of Jewish leadership and religion (Judaism). Even so, they retained their tribal identity. For example, only Levites (tribe of Levi for the uninitiated) could perform temple priesthood service. The Jews could not because they weren't Levites.
Also, when Herod had the children killed, hoping to kill the 'Christ child' it was Benjamite children that were killed, not Jewish children. "Weeping" Rachel was mother to Benjamin, not Judah.
