Congress sucks and that is a bi-partisan view.
In Virginia the governor is limited to a single term. What it means in practice is that we have only lame duck governors and they are generally useless and make state government inefficient.

The first amendment shields lobbyists from direct regulation. The citizens united decision didn't help on the integrity front one bit.
In conjunction with term limits, we need publicly funded campaigns (absolutely no private money), and eliminate all entertainment by lobbyists.

That ship has sailed. Now that money=speech we have no way short of a new admendment to get big money influence out of politics.

Outlawing private money would mean that rich candidates would have the advantage over poor ones, since they can't be stopped from using their personal fortunes for their campaign.

There's no term limits for lobbyists. Feeding them a steady stream of political novices would be a wet dream.

Most lobbiest are from the very offices they are lobbying. Fix that problem first and then go for term limits.

Of course they won't do that, which is why states need to amend the Constitution and do it themselves

Support the Article V movement, or just be happy with an oppressive oligarchy made up of clowns.
