I don't know about that but I do know there is little to no help in this country for the most seriously mentally ill. My best friend who was seriously Bipolar committed suicide 5 years ago. He stayed at our home for a few weeks but his highs and lows were so extreme it wasn't safe having him around the kids. Getting long term care for 30 days are longer was impossible.

My neighbor's 19 year old grandson who was diagnosed with Schizophrenia about 4 years ago has been in dozens of ERs and mental facilities in which he was committed by court order from 3 days to two weeks, sent home with prescriptions that his voices told him not take. His parents spent everything they had on him and he is now on Medicaid and on the streets. He has been arrested at least 3 times and was always released. Most of the time he's non-communitive with hallucinations and is dilutional. It's only a question before he hurts himself or others.

The mental health facilities are far too few and far between. And it is sad. Schizophrenia and Bi-Polar sufferers are especially hard hit. There are so few places that have the skills, and the space to take care of them that the only option is to turn them out onto the street where they have no recourse but crime. I agree with every word you say. Mass murder in the US is not related to that issue but what you say about psychological problems and a lack of understanding/treatment is definitely true. Sorry to hear about your best friend. Suicide is an awful thing that leaves everyone dear in a state of limbo and there is no way anyone can find peace with it. It just leaves a big hole with no real explanations.

That is one area that government has truly failed.
Well, yes, but their biggest failure is in not preventing it in the first place and their biggest crime is causing it in the first place.
 
Multiple victims would have been saved if multiple defenders had multiple firearms with multiple cartridges of ammunition and if multiple policemen had been positioned at multiple locations at (or near) FedEx's multiple tasked facilities. In other words, if everyone had been armed to the teeth these multiple shootings never would have happened.
I would look into earlier intervention at first sign of reports of mental instability or disorders, abuse or addiction. 98-99% of these cases have some warning sign. Very few cases, must be 1% or less have zero signs the person had any issues.

This could be prevented by addressing mental health and spiritual healing of past triggers, or any abusive or addictive disorders.
