I'm pretty sure the shooter wasn't targeting illegal migrants but was aiming to hit anything he could that was ICE. His family said he knew how to use the rifle in their home but wasn't a very good shot.

Last night, Gavin Newsome spent several minutes on the Stephen Colbert show denouncing/accusing/demonizing ICE. I wonder if the shooter watched that show?
