Well, actually, we kind of did. Japan was pretty much minding its own business until Commadore Perry showed up with a bunch of ships and started making threats. Japan then realized that if they didn't want to end up like the Phillippines, they needed to be militaristic.

Third, it was the US that insisted as part of the Washington Naval Treaty of 1921 that the UK stop assisting the Japanese militarily.

Actually, Canada has mostly gotten it right. They largely mind their own business, they take care of their own people. We need to be more like Canada.
