It was a very simple question. Do you support the constitution. The answer should of course been yes, or of course I do. I swore to it my oath office. Why would he need to consult with his legal staff?
He is clearly in cognitive decline. He loses his train of thought and can;t find the words to express himself. He jumps from subject to subject when their is no connection. For example.
