She was a minor at the time, that protects her against criminal charges. But, certainly the money can be reclaimed, if there's the political will to allow the civil courts to function. But, I suspect the shit-color of her skin will protect her from civil justice.

(Most of it is spent, but the mother's and the daughters assets, bought with ill-gotten gain, should be taken and sold...)

Then, when she finally confesses she lied, the man is set free, she doesn't get charged with anything, and she tells the man (whose forgiving soul even became her friend) that she would help clear his name, but only to a point because she doesn't wanna pay back "all that money they gave me".

There are many innocent men in prison or walking around with the label of being a sexual offender because of pending divorces, vindictive exzes, step daughters etc. It hurts the real victims of abuse/assault. Many of the falsely accused are indigent and a PD as an attorney is sure to result in a conviction, while the prosecutors vigorously go for a conviction instead of the truth on these matters so they can look tough on these crimes and move up the ladder.

False accusations should be prosecuted just as rigorously if found to be the case during the judicial process/trial etc..But unfortunately, after the fact and the victim recants, you can't scare them from recanting with very harsh sentences as this will result in most of the false accusers being too afraid to finally tell the truth.
Sadly, this is a serious problem with many crimes, and the states attorney's more interested in a conviction, then the actual truth.
