I don't see how they could enforce that on private institutions.

Many countries have copied aspects of the US constitution. That doesn't mean that the laws/concepts are enforced. Anyone can hand deliver a charter document to a developing country, do a photo op, shake hands and then when you leave the El Presidente and his Army arrests a bunch of journalists and throws them in jail.

That's not happening. The sell outs have been going on long enough to hasten our decline. To merge us into a global governance. Russia and China though have other ideas at this point. We have not even begun to realize our real test as a people with many having less.

You can't. The only thing you can enforce on private institutions is forcing bakers to bake wedding cakes for a gay marriage it seems. But that seems like a valid exception, don't you think?

Universities aren't refusing service and probably already offer the courses to anyone interested.
