Statistics from the BLS as well as raw data is made available to a number of government agencies, universities, and private economic research groups. Any unexplained inconsistencies would be corrected. Rigging the statistics would require conclusion on such a large scale as make it almost impossible.

The CPS is collected monthly by Census and transmitted by interviewers directly to BLS Headquarters. For the establishment survey, the CES, businesses mostly self-report after the initial interview.
The regional offices do no processing of data...everything is done by the analysts in DC.
I've been to 2 of the Regional Offices, I've done a ride-along for data collection.

Early in my career, I worked for a school district. New BOE members were elected that the union didn't like. It absolutely changed how people did their jobs. The janitorial staff were the worst offenders, but even the computer operators, who I needed to interact with dug their heels in and refused to do their jobs.

Government workers are union workers, this means that politics is a major component to job performance.

The dynamics of a school district are nothing like that of the Federal government. 14 years at BLS and I couldn't have told you who my union rep was...there was no interaction or involvement.

Apparently some people think that the only two possible categories are "employed" and "unemployed." And so if people are not classified as unemployed then they must be classified as employed. No, it does not make any sense at all.
