If they're not working because they've given up its a whole lot different than if they're not working because they choose not to.
The purpose of the UE rate is to see how much available labor is not being used. People not looking are not available.
The Discouraged and other Marginally attached are useful for looking at POTENTIAL labor, but that's different.
