If they're not working because they've given up its a whole lot different than if they're not working because they choose not to.
In what way? Not working because you can't find a job and not working because you're not trying to get one one are more vastly different.

The purpose of the UE rate is to see how much available labor is not being used. People not looking are not available.

The Discouraged and other Marginally attached are useful for looking at POTENTIAL labor, but that's different.
