Are you actually going to claim that there is a law against labeling hush money as "legal expenses"?
What possible basis could there be for a law like that, since it can't be justified by the defense of the rights of others?

The public has no right to know the intimate details of the sex life of any candidate, is it NOT "promoting or preventing" an election by using the "legal expenses" label for hush money.
Hush money is NOT illegal and can NOT ever be illegal.
It is DEMANDING blackmail that is illegal, not paying it.
