I dont recall him ever mentioning skin color. You brought that into this. All he said is he wants the military to be stronger and leaner, black, white, Asian, hispanic...all of them.

I feel that they should feed soldiers goodly amounts of food, so that they will have the energy to fight wars. But they shouldn't make the food taste good, because like you said, it turns the soldiers into fat lil piggies.

Its not a matter of the soldiers getting fat. Its a cost issue. They have budgets to balance, so the food in most "galleys" and "mess halls" have sub par food.

In the Navy, most sailors are eating sub par food, but there are exceptions. Officers typically get better food than the enlisted personell, every sailor on a submarine eats even better than non submariner officers, and on ships, no one has better food than the enlisted "Chiefs". The Chiefs actually chip in money from their own pockets in order to upgrade their food budget, so they have a lot of good food, including quality steaks and even lobster sometimes. Chiefs are eating better than the Captain of the ship.
