The DNC is trying to pull their butts out of the fire. They accomplish two (actually three) objectives out of this. First, they narrow an overly large democrat primary field in the CA gov. race and second they shed a party liability by getting rid of Swalwell. The third-seemingly unintended benefit is that they may entice one of the remaining gov. candidates to take Swalwell's abandoned congressional seat further narrowing the field.

Does the OP know that a member of Congress does NOT have to live in the district they represent? Senators yes, they are required to live in the state they represent but NOT Congress.

Swalwell is NO longer in Congress, so the argument is mute. Also, under Congressional Rules, a mailing address is legal, did OP know that or the OP a full of shit MAGA MAGGOT.
