That's an important point. Because fraudulent ballots are only found during the inspection and verification of the outside envelope. The one with the voters information and signature on it. That's where election monitors are needed to ensure signature match, and voter eligibility.
The poll workers doing the removal of ballots from absentee envelopes job, were sent home, after they finished their job. The poll watchers followed them out, not realizing that there was another group of poll workers there, that would begin the scanning process.
By election law in that state, poll watchers are only REQUIRED by law, to be there for the opening and removal of the ballots from the envelopes.... They did such.

Its only required by their state law to be there for the ballot separation process.... But many poll watchers also choose on their own to watch or be there during scanner tabulating.... By all accounts that's exactly what happened. The number of absentee/mail-in ballot envelopes verified and opened, matched the number of ballots scanned from them.
The number of signature match envelopes are counted.
When the ballots run thru the scanning tabulators, they are counted too....and the ballots run through the scanners, has to equal the number of absentee envelopes.
This prevents ballot stuffing, and prevents ballot discarding, as cheating methods.
