You must note, they did NOT use "citizen" as a criteria to be counted.
Since representatives represent all of the people in their district, or state.
Free Person =/= Illegal Alien

You do know that was changed after the Civil war, right? Perhaps you should cite the current wording?
 
Life expectancy in those red states is much lower too so you won't have to spend what little money you make there for very long! Win/Win.

In-Migration Volume: Recent data indicates that over 420,000 people moved to California in 2023.
CA is losing population.
