We have a sovereign fiat currency exclusively issued by its federal government, hence it only collects taxes to maintain the value of the dollar and control inflation. At the state and local levels, taxes are used to pay for government services and infrastructure, and at that level the 99% provide most of the revenue. The paying consumer provides money whenever he or she purchases something or when they pay their property taxes and pay toll fees and whatever the state is charging for permits, licenses..etc. So you're stupid, warped attempt to "trap me" with your trick question fails. The American People collectively, provide most of the needed money, not a few billionaires who do everything possible to evade taxes. Many of them do.

There is no law in nature or in the heavens that obligates society to allow certain of its members to live in extreme luxury, and financial security while tens of millions of people are suffering financially and can hardly pay their bills due to the high cost of living. If you appeal to the survival of the fittest, then it's always the 99% that will eventually win. There's strength in numbers and the specter of loving everything always looms over those who exploit others to amass resources.

The state was originally created in ancient times to protect the haves from the have-nots, the slave masters from their slaves, and the owners of lands, from the serfs, working that land. The state was a tool of the rich, to control the poor and those who live off of their own labor. Today the American people live in a plutocracy, a government that is ruled and owned by the rich and there's no reason why America has to continue accepting that precarious, dubious arrangement, it can wake up one day and take the reins of power, forcing the government to serve its interests and needs. A government can be a social apparatus organized by the people to manage their large-scale, socioeconomic, civil affairs and projects. Government isn't inherently good, nor is it inherently evil, it is whatever we want it to be. It can serve the rich at the expense of the public good, or it can prioritize the public's interests and act accordingly.
