California and a few other jurisdictions did not really legalize it. That is, you can't just walk into a store and buy it without jumping hoops and meeting other requirements. Florida's is a medical model, better than CA, but not as good as Colorado's.

It's been awhile since I've studied the different models, but since it started California's was one of the most onerous. Here in Florida, in order to participate one must go see an approved doctor who then writes a prescription, and then the product is available only in approved stores.

Colorado is much better. The buyer simply walks into an approved store and buys the product, which is taxed to some degree.

In California, you can order weed like doordash. I was visiting a friend near Sonoma a couple of years ago, and she ordered on her phone. A dude in a Prius with a mobile shop showed up half an hour later, assembled her order out of the hatchback and hand delivered in a boutique bag.

I've had sweet and sour chicken that was more of a hassle to get.
