No, but I do believe if they use a civilian structure to hide weapons, a tunnel for servers, or troops that makes it an authorize target in war. I also think if you allow the enemy to use human shields to stop your attack, they win to fight another day.

Israel used to stupidly drop leaflets telling civilians to leave a building, only to have Hamas to fill the roof with that building to stop their attack. 1. it is stupid to warn your enemy before an attack. and 2, it is stupid to wage wars against buildings when it is the enemy combatants that you need to kill. And, if you allow the enemy to use human shields or terrorism to stop your attack, they will always do so to prevent you from ultimately defeating them. And, you will never win.
