Voter impersonation - Wikipedia
Critics of voter ID laws have argued that voter impersonation is illogical from the perspective of the perpetrator, as if they are caught, they will face harsh criminal penalties, including up to 5 years in prison and a fine of up to $10,000 for citizens and possible deportation for non-citizens. Even if they are not caught, they will have cast only one vote for their candidate.
[2]Similarly, these critics have noted that it would be very difficult for someone to coordinate widespread voter impersonation in order to steal an election, because if they paid people to vote for their preferred candidate, they could not confirm whether the people they paid voted at all, much less the way they were paid to.

They can't prove one way or another which makes a strong case for Voter-ID.
How much proof do you need? The GOP dominates all three branches of government. If voter fraud is as widespread as you think it is, it is the conservatives who are guilty of it.
Obviously, voter iD laws would only be effective at the state level, enforceable by the party controlling that state. The GOP states already use voter iD.
Conveniently, you seem to have forgotten that the Texas voter ID law was struck down by the Supreme Court. Why? Because the corrupt bigots in the state legislature of Texas were blatantly arrogant.
Many categories of acceptable photo IDs permitted by other states were omitted from the Texas bill. Further evidence of discrimation embedded in the Texas law was the selective acceptance of ID most likely to be carried by White people while rejecting other forms of government ID. For example:
while
Texas accepts a license to carry a handgun as a permissible form of voter ID, it didn't accept federal or state government IDs or a student ID.
