Trump had a piece of land called Seven Springs. It was undeveloped and had an easement preventing future development for tax benefits. It had been appraised at $14 million.

Trump said it was worth $161 million, a value that they reached by assessing what it would be worth based on the value of 7 mansions which didn't exist and legally couldn't be built.

So is that just "a wrong number" on a form? Sounds like fraud to me.
