The Rome Statute defines it thus

You can not demand the elimination of segregation between Israelis and Palestinians and at the same time demand the segregation of Israelis and Palestinians. FFS. Pick one. EITHER Israel and Palestine are to be segregated on the basis of the self-determination of BOTH peoples into separate States OR Israel must not be segregated and must apply its sovereignty over the entire territory.

It is intellectually inconsistent to demand both at the same time.
