The US government has no jurisdiction over Americans in foreign countries. Can't force them to leave. If you have ever been an expat, you probably know you have to take care of yourself.
So many Americans think the US government will rescue them if they get into difficulty in a foreign country. We have a real problem with ignorance.

Civilians stay behind for a variety of reasons.. some are noble, some are mercenary.Actually, most of the people taken as hostages in Lebanon were not embassy workers. They were missionaries, aid workers, UN inspectors, journalists, academics. People who chose to stay in Lebanon AFTER American forces withdrew. .

When you travel outside the United States, you are no longer subject to United States law. Therefore, YOU'VE assumed the risk of whatever happens to you in that country.
