Congress gave President Bush their approval to use the "Gun", but it was the president who pulled the trigger. SCR 1441 was in effect. The US agreed not to invade until the results of the inspections were complete. There was no automatic resumption of hostility in the Sanction Resolutions. Furthermore the only action the SC agree upon in the case of a negative report by the inspector was to reconvene to discuss what action to take next. It did not authorize any member state to overthrow the Government in Iraq. In fact the invasion went against the UN Charter.
