But they are not really active basically because they wait for being liberated by Russian Federation and Kievan regime is not interested in pushing them too hard (and get a real rebellion on hands) at moment. But if the ceasefire means for Kievan regime "end of cash flow" and rebellion means "resuming cash flow" Kiev will push them enough (say nothing about SBU-controlled rebels). Same way, if, for Russia ceasefire means "invasion of NATO forces in Ukraine" and rebellion means "no invasion of NATO forces in Ukraine", Moscow (with or without Putin) will pull all strings to start the rebellion.

And, acting together (like pushing and pulling) Moscow and Kiev will start pretty good rebellion.
And exactly for this very reason there will be no any peacekeepers.
That is exactly why there will be no peace deal.

Peace is not something that "breaks out". Peace is the way to live together without killing each other. And, for such co-existence people needs certain rules. Rules that create equal safety for everyone (including Russians). And if you declare that Russians are "evil bloodthirsty goons, lead by an irrational dictator" who can be discriminated, abused, robbered and, finally, genocided, there is no much space for peaceful coexistence. And you use exactly this approach.

The Russians trying to help them but they are beyond help, the deal the Russians put on the table back in 2013 when the Maidan jerks went berserk was for $15 billion aid package to Ukraine with no strings attached, no austerity no IMF, so they must be stupid.

Don't worry. There will be no treaty, for USA don't even think in the right direction of making peace. It is not about territory and never have been. And while they do not discuss denazification and demilitarisation of Ukraine (and EU) all those negotiations are nothing but imitation of the vivid activity.
