Actually you will. The constitution gives congress the power to create courts below the supreme court. And congress did just that.Show the clause of the Constitution giving district judges the powers to decide executive branch issues.
Hint: You won’t even find district judges in the Constitution, Simp.
And as far as telling the executive what to do. That's from Marburry V Madison, where article 3 grants them the judicial power of the united states, which includes interpreting the constitution and it's laws.
Because even the executive has to follow the constitution and the laws of the land, the courts have jurisdiction.
