Because most sane adults with any common sense knew he was talking about older teenage girls, not little girls. The line 'some call it statutory' is a clue, it indicates in legal terms that it is not forced and was consented to, even though by their age, they were unable to legally consent. Everyone knew what he meant except for those attempting to use it to bash a Christian organization, because even after decades of bashing Christians, it's not just quite enough.
