If Kamala Harris wanted Greenland to stage US Bases and obtain mineral rights she would have sent envoys to negotiate with Denmark and Greenland and obtain permission to build U.S. bases there and deploy troops.

She would have negotiated mineral rights and come up with a deal that is ideal for all parties.
