Then absolutely he was not raised in a Puerto Rican neighborhood. It must have been Scranton as he claimed all along.

In 1970 the population was 385,000 so how many of those were Puerto Rican?

He said he "was raised in Puerto Rican community". At age 10 his family moved to Claymont which has a population today of 9,895 people of which 7% are Hispanic. That's less than 980 people. I have a hard time believing in 1952 when Biden was 10 he spent any time with Puerto Ricans
