They are not transferring High Security level prisoners to a Low Security level prison in their transfers....

that only happens as an exception, if as example; the high level prisoner has served 19 years of his 20 year sentence and a lower level Prison is the only prison close to where he will be making his new home outside of prison life or where his family is....

I'm not certain you realize this or know this, but much like prison sentencing periods for specific crimes, there are security levels for prisons, that are assigned for each crime as well...it is all dictated, so no fear or favor is shown to one prisoner over another....and because obviously the security level of the prison assigned to them has to relate to the crime's seriousness!
