You can have high tax, high regulation, free healthcare, free education, universal income, socialist states and there could also be low tax states where everyone has to feed and take care of themselves. Maybe even an anarchist state.

If people don’t like their state, they can move to another one.

That’s what the United States was supposed to be. Countries within a country, but they all must abide to the Constitution
