In 1968, polls and focus groups showed Nixon running better without a running mate, and consequently, Spiro Agnew was picked for his lack of national reputation. While Harris gained some name recognition in the Senate and on the campaign trail, I assume she was q-tested to offend the smallest numbers of groups of people. Certainly any other choice would have roused equivalent criticism.
