The law does NOT say that. The encumbant is given custody and management (not ownership)of those records while in office. The law defines what sorts of records are covered under the Act, and the Archivist can be disposed of. Personal records are supposed to be kept seperate. I’m quite the law does not allow ex President to retain highly classified material.
