No question that private enterprise is much more efficient, though.

If SpaceX can prove orbital refueling, then it doesn’t change the equation. It changes how it is applied.

For the Artemis III and IV missions, SpaceX will use a modified version of its Starship rocket, known as the Human Landing System (HLS).Space X will carry cargo to the moon. They have the spaceship that can bring materials to the moon to colonize it. Artemis is a toy by comparison. This deal is locked in and will happen in 2028.

Ideally at one shot a month it was designed to build stations and launch shit to other planets. They just couldn't match the plan and of course things went boom.We went in the wrong direction with the Space Shuttle fiasco.....You could see that one was a loser a mile away.
