If Israel didn't have intelligence and military infrastructure in Tel Aviv, Iran would not waste the time and ordinance there.

I don't know how much military infrastructure Iran has in Tehran, but I have been led to believe most of Iran's war making capacity is spread out around their very large nation and most of it is deep under ground.
