Barr is fine .... He is also not a yes man. There is no need for him to declare anything. His decision to decline is the best possible decision.
It doesn't matter what Trump has done or has not done minds are already made up like concrete.
By declaring that Trump broke no laws Barr would simply be inviting an onslaught of accusations from people who disagree with that position. It would do harm to Trump and I'm sure Barr told him that.

As far as jail and indictments are concerned Barr is a realist and a pragmatist. His job is to bring a peace back to the nation... Not to become a partisan punisher and jailer. Yes that means some things will go unpunished but frankly there's no other way to get where we need to go.
