Okay 1st governments are inherently interested in obtaining as much power as possible.

2nd However much power you give the government it will never be enough to suit it. At least not according to those running it at the time.

3rd That in a nutshell is why a free people must be constantly on their guard against power grabs by the govenment.

No, but you only have limited government when the people keep it in check. Once they become complacent then the concept is lost until a revolt (which can be bloodless, like the taxpayer revolt in California in the 1970's)
